The South African Maritime Safety Authority (SAMSA) is inviting applications for the position of Admin Clerk: Certification within its Pretoria office.

This role plays a critical part in supporting maritime certification processes, ensuring compliance with national legislation and international maritime conventions, and maintaining high-quality administrative standards.

🎯 Purpose of the Role

The successful candidate will be responsible for processing, issuing, revalidating, and verifying maritime certificates and statutory documentation. The role supports national maritime compliance requirements and ensures accurate service delivery to seafarers, training institutions, examiners, and other stakeholders.


🔑 Key Responsibilities

1️⃣ Certificate Processing

  • Process and issue Certificates of Competency (CoC), Certificates of Proficiency (CoP), endorsements, Seaman’s Record Books, Discharge Books, and related documents
  • Ensure compliance with South African maritime legislation and international conventions such as STCW
  • Revalidate certificates accurately and within required timeframes

2️⃣ Verification & Compliance

  • Verify authenticity and validity of certificates
  • Ensure compliance with maritime cooperation agreements and regulatory frameworks
  • Identify and escalate suspected fraudulent documentation
  • Maintain adherence to SAMSA Quality Management Systems

3️⃣ Quality Assurance

  • Perform quality control checks on issued documentation
  • Record and investigate non-conformities
  • Support corrective action implementation
  • Contribute to continuous process improvement

4️⃣ Legislative Interpretation

  • Stay updated on maritime legislation, Marine Notices, and related circulars
  • Provide guidance to stakeholders on regulatory updates

5️⃣ Administration & Reporting

  • Update electronic databases accurately
  • Maintain secure filing systems
  • Prepare monthly, quarterly, and annual certification reports

6️⃣ Stakeholder Support

  • Respond to certification queries professionally
  • Communicate progress updates to applicants
  • Liaise with internal departments and maritime partners

7️⃣ Document Security & Financial Processing

  • Maintain strict control of secure documentation
  • Ensure accurate invoicing in line with fee regulations
  • Protect confidential information

🎓 Minimum Requirements

Essential

  • Matric / Grade 12 (NQF 4)
  • National Certificate in Administration (NQF 5)
  • Minimum 3 years’ administrative experience

Advantageous

  • National Diploma in Administration (NQF 6)
  • Experience or exposure within the maritime industry

💻 Technical Skills

  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook)
  • Strong record-keeping and document management skills
  • Ability to interpret legislation and official notices
  • Experience working in regulated or compliance-driven environments
